Two things move an Umrah price more than haggling does: the month you go and what the number is actually made of.
Every Umrah quote is three things added together
Every quote you will ever receive, from anybody, is these three added up. Knowing which one a cheap quote has cut is the whole skill of comparing two of them.
The flight. Karachi to Jeddah or Madinah and back. Usually the single largest line, and the one nobody controls: it moves with the season, the airline and how far ahead the ticket is issued.
The visa and the ground cost. The Umrah visa, your hotels in Makkah and Madinah, and the transport between the two cities.
The agency’s own fee. Ours is in the quote rather than hidden inside a rounded-up hotel rate.

On the visa: Pakistan is not on Saudi Arabia’s eVisa list, so the visa is issued through a tour operator attested by Pakistan’s Ministry of Religious Affairs and the Nusuk app will not take an individual application. When you go changes the price more than anything you can negotiate
Ramadan is the most rewarded, the most expensive and the most crowded, and the last ten nights are the first thing to sell out. Book far ahead or accept a longer walk.
The school holidays are busy and dear for the obvious reason.
The quiet months, outside Ramadan, Hajj season and the school breaks, are the cheapest and the calmest, and hot. The same hotel, the same distance, the same rites, at a noticeably lower price, with room to sit in the Haram rather than compete for a space.

It depends on five things and not on one: how far the hotel is from the Haram, how many share the room, the month you travel, how long you stay, and what is genuinely included. Two families can go the same week for the same number of nights and pay twice the difference. The packages open for booking are priced at the top of this page; anything else we quote to your dates.

Two are requirements rather than recommendations. An accepted meningococcal ACYW vaccine at least ten days before you arrive, and a polio dose regardless of your age and regardless of what you were given as a child. The ten day rule is what catches people out, so have both done first, not last.
The stretches outside Ramadan, Hajj season and the school holidays. Same hotel, same distance, same rites, noticeably lower price, and hotter. The month is the largest single lever you have over the cost.

Saudi Arabia no longer requires a mahram for Umrah, so the visa will be issued. Whether you should travel without one is a question of fiqh for your own scholar, and not one a travel agency is qualified to answer. What we would add is that for a group of women the walking distance to the Haram matters more than anything else in the package.
