Hajj requirements for Pakistani passport holders
The short answer. Four kinds of requirement: a seat, which comes from the quota and not from you; a file that passes, meaning a valid machine readable passport, a CNIC and records that agree; health, including a vaccination with a waiting period; and the mahram position where it applies. The two that actually stop people are the passport expiry and that vaccination, and both are fixed in the first week of planning.

This page pulls the whole set together. The detailed document list is in Hajj documents required, and the health side is in Hajj health requirements.
1. A seat, which is not yours to arrange
Hajj runs on a quota. Saudi Arabia sets Pakistan's number and the Ministry divides it: for 2027, 179,210 in total, 107,526 to the government scheme and 71,684 to the private one.
You cannot be required to have anything that gets you around that, and nobody can sell you a way around it. The first requirement is therefore a place, through the government scheme or a licensed organiser. More in the Hajj quota for Pakistan.
2. A file that passes
- A machine readable passport with real validity left beyond your travel
dates. Check the expiry today; a renewal in a hurry is the commonest reason a
file stalls.
- A valid CNIC, with the details matching the passport.
- NADRA records that agree with both. A name spelled differently in two places
will stop a file and is tedious to unpick mid-season.
- Photographs to the specification given for the year.
- Payment through the correct route: Habib Bank for the government scheme, the
registered company's account for a private organiser.
3. Health
- The required vaccinations, one of which has a **waiting period before
travel**. This belongs in the first week of planning, not the last month, and no
agency can shorten it.
- Medical fitness where it is required of you, particularly for an older
pilgrim.
- Honestly, the ability to walk a great deal in heat. It is not a legal
requirement and it decides more Hajj journeys than any document does.
4. Mahram and family arrangements
Where a mahram arrangement applies, the relationship must be evidenced: nikahnama, birth certificates, or whatever fits your case. The rules in this area have changed over the years, and what applies this season is a question for the Ministry and your organiser rather than for an article. We have written about where that stands in Hajj and Umrah without a mahram.
What we will not state as fact here
Validity periods in months, photograph dimensions, age limits and fee figures. They are set by the Saudi authorities and the Ministry, they are revised between years, and a number copied from a web page is how somebody arrives with the wrong document.
Ask for this season's list in writing, from your organiser or from the Ministry of Religious Affairs. We give ours with the package.
The two that actually stop people
Out of everything above, the two we watch cost families their departure:
- A passport too close to expiry. Every season.
- The vaccination with the waiting period, started too late.
Both cost nothing to prevent and are prevented in week one.
For overseas Pakistanis
Under the current policy, Pakistan Origin Card holders may use Pakistan's quota, with one per cent of it, 1,792 seats. The route and the requirements differ and are set out in Hajj from abroad for overseas Pakistanis.
The order to do it in
- Passport expiry.
- The vaccination with the waiting period.
- Passport, CNIC and NADRA compared line by line.
- Decide the scheme.
- Register, or verify an organiser and choose a package.
That sequence, with everything that follows it, is the Hajj preparation checklist.
Ask us to check your file
Send us your dates and who is travelling. We will tell you this season's requirements in writing, check your passport and name spellings before anything is filed, and say plainly if something needed to start sooner. Our departures are on the Hajj packages page.
