Private Hajj packages in Pakistan
The short answer. The private scheme has 71,684 of Pakistan's 179,210 seats for 2027 and is sold as packages by Hajj Group Organisers licensed by the Ministry. What it buys over the government scheme is shorter distances, smaller groups and a named company that is responsible for you. What it costs is more money. Whether it is worth it depends almost entirely on who is travelling.

We are a licensed organiser, so read this knowing that, and read government or private Hajj from Pakistan alongside it, where we set out the case for the government scheme properly.
How the private scheme works
Saudi Arabia sets Pakistan's quota and the Ministry of Religious Affairs divides it sixty-forty. The private forty per cent, 71,684 seats, is shared among every licensed organiser in the country.
That number matters more than people realise. It is not a large allocation against the demand, which is why private packages close earlier than expected and why being early buys the camp and the hotel rather than a discount. The Hajj quota for Pakistan.
What a licensed organiser is responsible for
- Filing the group. You do not apply to the Ministry yourself; the organiser
files, which is why an unlicensed seller cannot deliver whatever they promise.
- The Mina and Arafat arrangements, at a stated category.
- Hotels, flights and transport, as set out in the package.
- Staff with the group, during the journey.
- Being answerable when something goes wrong, in Pakistan and there.
That last one is the real difference, and it is why the licence check comes before the price conversation.
What the extra money actually buys
In order of how much it matters:
- A better Mina camp, by category and position, which decides the hardest
days. Mina camps during Hajj.
- A shorter walk in Makkah.
- A smaller group with more staff, meaning fewer pilgrims per leader.
- Fewer people in your room.
- Somebody who answers the phone at two in the morning.
Not a more comfortable Hajj. The crowds, the heat and the walking belong to the journey whatever you pay.

These are the rates published on this website, read when the site was last built. They move with the riyal, the airfare and the season. Ask us for today's figure and we will confirm it before you pay anything.
The differences between these rows are length, maktab and room. That is what the private market actually prices.
Who the private scheme suits
- Families taking an older parent, where the camp position decides whether
they manage.
- Pilgrims with limited mobility.
- First timers who would rather be organised than organise.
- Anybody whose leave is fixed and who needs specific dates.
Who it does not
A fit pilgrim, travelling alone, patient, who does not need much arranging. The government scheme is cheaper and will do. We would rather say that than sell you something you did not need.
Before you pay a private organiser
Verify the licence and the HOAP number, and check them rather than take them. Ten minutes: how to verify a Hajj travel agency. Ours is HOAP 4207/K, with the certificate on the contact page.
Get the package in writing: Mina category, hotels by name, room, dates, exclusions, cancellation terms. What to ask before booking.
Pay the registered company, against a receipt, never a personal account.
And know the one thing that does not exist: a private Hajj outside the quota, or through a "special arrangement". Anybody offering it is telling you what they are. How to avoid Hajj scams.
Ask us what is still open
The private allocation moves through the season. Send us your dates and who is travelling and we will tell you what is genuinely available, what it includes, and when the government scheme would serve you better. Our departures, with the Munazzim's name and number, are on the Hajj packages page.
